This assignment consists of one work package as main task as mentioned below: Work Package 1: Development of offshore & nearshore wind power policy The main activities listed in the TOR document serve as a general framework for the activities planned, but the contractor is also expected to be flexible in response to changing support requirements. The individual mobilization of the experts will be coordinated by the GIZ project coordinator in India in close coordination with the GPCL. The contractor is responsible for providing the following services: WP 1: Development of offshore & nearshore wind power policy This assignment consists of two major tasks. Task 1: Analysis of policies & regulations Under this task, consultant has to do the detailed study of national and international reports / policies / guidelines / standards and others wrt wind energy (offshore and nearshore). The analysis will help to prepare a roadmap document considering the following points but not limited to 1. Analysis of MNRE, NIWE, Gujarat and other Indian states policy, strategic reports, guidelines, regulations, standards and other documents related to renewable energies and specifically for wind power. 2. Analysis of policy, best practices, standards, strategic reports w.r.t. wind power for countries like Denmark, Germany, US, Netherland, Vietnam as well as individual policy/strategy of their state/providence (if any in addition to their National offshore wind policy) and others where wind power resources are measurable in the grid. 3. Based on the above two points, Identify the gaps (and process) and recommend the best practices for faster adoption, adaptation and promotion of wind power projects in Gujarat. Identification of the stakeholders involved at all levels and stages of project while stating their roles and responsibilities for Gujarat. 5. Identifying the risks and barriers for all the stages of project while providing actionable recommendations. 6. Identification of the approvals, NOC and clearances required from various agencies / ministries / departments for national / international competitive bidding process at all stages of the project. 7. Recommendation on bundling all permits/licensees/NOCs by different ministries/ agencies/departments into a single authorization process 8. Analysis on the financial support mechanisms (like "feed-in tariff", "contract for difference", "accelerated tariff", "market premium option" and other) to encourage the investment, and long-term growth of wind energy in renewable energy participation. Task 2: Drafting the policy 1. Under this task, the consultant has to draft the whole policy for the government of Gujarat, covering all the points as under MNRE offshore wind energy policy 2015, Gujarat wind power policy 2016, repowering policy 2018, RE policy 2023 and other while considering the analysis of above task and the following points but not limited to - It must contain "introduction, potential of wind power, objective, eligibility of site & Land, geographic zone coverage in align to EEZ, Nodal agency" and others. - It must contain "grid integration & support from state utilities, guidance on plant & machinery, connectivity & evacuation, technology, energy accounting, metering & sale, wheeling charges" and others - It must contain "forecasting & scheduling, RPOs target, operation & maintenance, security deposit, reactive power mechanism, CDM benefit, installation & commissioning, real-time monitoring, repowering of old windmills, integration of other RE sources with co-located and differently located Hybrid mode" and others - It must contain "approval / clearance / NOCs, regulation, capacity development strategy, incentives, decommissioning, concessional benefits & exemption" and others 2. Recommendation on financial tools, business models, and procurement processes 3. Recommendation on viability gap funding, subsidies, revenue certainty, and sufficient levels of remuneration, streamlining permitting and facilitating access to financing 4. Recommendation on engineering, design, monitoring and material aspects 5. Recommendation on environmental, maritime safety and risk management 6. Recommendation on creating datasets, and stakeholder mapping 7. Recommendation on standards, testing and certification 8. Recommendation on localization of offshore wind supply chain, installation and on-site maintenance to encourage local manufacturing including startups and workforce skill development and to overcome the problem related to shortages, maintenance delays, and other 9. Continuous stakeholder engagement: during the tenure of this activity, the consultant has to provide support to Gujarat officials in finalising this policy and modification required as per the requirement. Deliverables: 1. A comprehensive report incorporating all the points under tasks 1 and 2. 2. A complete off-shore & near-shore wind policy as per WP 1 3. Continuous knowledge support till the finalization of the offshore & nearshore policy 4. Knowledge dissemination session(s) with GPCL, GIZ and other relevant stakeholders to discuss the policy and outcomes of the activities carried out in the Work Package 1 in the form of workshop/presentation/round table talks and illustration of some case studies to proof the effectiveness of the policy. Please note: - The contractor is responsible for selecting, preparing, training and steering the international and national, short and long-term experts assigned to perform the advisory tasks. - The contractor provides equipment and supplies (consumables) and assumes the associated operating and administrative costs. - The contractor manages costs and expenditures, accounting processes and invoicing in line with the requirements of GIZ.
